Job Position Summary  
The purpose of this role is interviewing engin dept candidates to ensure joining crews are qualified, proposed candidates to Tech Group, provide training to joining crews once get approval, make good plan to ensure that vsls’ crew change smoothly carried out in ports with minimum cost and under safety ground. Paris edited and assisted with prior joining training matters.

 

Key Roles and Responsibilities 

 

Manpower Planning
•    Liaise with manning offices,ports agents,Tech Group Superintendent, ship owner for crew change arrangements
•    Implement manning decisions made by senior management
•    Monitor available ex-crew and schedule deployment, anticipating future recruitment needs by the Company
•    Coordinate with manning offices / agents for timely delivery of qualified crew through proactive and effective planning
•    Monitor crew changes and follow up communications with different stakeholders in timely manner
•    Maintaining Crew lists of current manning in respect of each vessel

 

Documentation, Database Maintenance and Reporting
•    Maintain departmental information on PARIS portal
•    Support manager in all audits related documentation
•    Correspond with owners when necessary
•    Guidance and training of crews prior embarking vsls
•    Follow up / Apply Manning related dispensation and communicate with Flag State for closing the dispensations

 

Post Recruitment & Onboarding
•    Manage the process of personnel mobilization and demobilization (travel arrangement, visa, hotel accommodation, etc.)
•    Ensure the correct numbers and suitable personnel arrive on time.
•    Ensure company policies and procedures are disseminated and complied by all seafaring employees by performing random audits.
•    Handle the new crew needs and logistics (safety, services, compensation, benefits, personnel, accommodation, etc).
•    Liaise with manning offices/ agents and vessels for crew related matters including reliefs and medicals cases
•    Arrange Orientation and onboarding of crew prior to boarding of vessels
•    Monitor and ensure completion of Crew Performance Management submissions for vessels

 

Statutory Compliance Management
•    Monitor of documents and licenses validity for all onboard crews
•    Validate completeness and validity of crew documents against company requirement and regulations

 

Financial Management & Reporting
•    Manage cost control and documentations related to agency, airfare, port of rotation for crew change

Job Experience, Functional Knowledge and Qualification
•    preferably graduated from Maritime University,along with relevant working experience (onboard as CE/worked at company as training supervisor)
•    Excellent knowledge in MS Office and Microsoft 365
•    Fluent in Spoken and Written – English and Mandarin 
•    Plans to work on land for a long time
