Deputy General Manager - Dry

Job Position Summary:
This role is accountable for a team overseeing approximately 15-20 vessels. To provide an exceptional customer/client/owner experience during the entire occupancy/charter of their vessel(s) through innovative, best-in-class, agile, commercially adept, and seamless operations.
Key Roles and Responsibilities:
Technical Management/ Operations
- Develop, implement and manage technical policies and standards (safety, technical, performance, culture) to drive superior levels of vessel performance across the cell. Check the reasons for Monthly variance of all vessels and Plan action to get back to target.
- Establish minimum operating standards and provide direction, advice, and support to Pod managers in the promotion of best practices across the group
- Improve onboard technical management and standardise processes across the group (where practical)
- Plan out strategy for Hold Upgradation / Upkeep along with Ops dept and liaise with owners
- Prepare the vessels for RS /RT inspection along with Marine Superintendent.
- Derive and establish Key Performance Indicators (KPls) that measure technical performance across the group and analyse the RC to make corrective actions to achieve targets.
- Analyse the Incident reports to arrive at RC / CA for each machinery failure and Cat DEF incidents
- Review Position Reports / Noon Reports daily or as appropriate
- Advise Executive management on all matters related to the technical management and operations of the group
- Acts as a focal point of escalation and provides support/advice to Superintendents/Pod managers in the event of any crisis/incident and ensures that appropriate assistance is provided for quick resolution
- Follow-up on funds and crew allocation and approvals
- Daily Meeting with superintendents to take stock of everyday issues
Regulatory/Legislative Statutory Compliance
- Responsible for ensuring compliance with internal and external standards through scheduled audits
- Develop, implement, and monitor a technical inspection and audit program to ensure proper governance is being exercised by Pod Managers in delivering safe and reliable vessel operations
- Manage EU ETS and operational budgets. Ensure Monthly EU ETS Fund is sent, and fund receipts are monitored and followed up.
- Ensure All IMO DCs /EU ETS/Fuel EU management reports are made in time, and docs are received and followed up.
- Planning of all surveys on 3-month basis in advance
- Stay abreast of all regulatory requirements and ensure all changes are communicated within the group
Client / Financial Management
- Update clients with important Tech Updates
- Participate in monthly virtual client meetings with teams. Attend an in-person meeting with each client every 6 months.
- Prepare and Send Quarterly Management Performance report to owners.
- Responsible for commercial and business development activities, growing the fleet of current clients and ensuring timely receipt of funds due.
- Monitor group wide operating expenditures with a focus on repair and maintenance costs with a view to operating a commercially viable business
- Review and challenge repair and maintenance budgets presented by Vessel Managers and recommend revisions or approvals to the Executive management as appropriate
- Prepare and monitor financial budgets for the group and ensure delivery is within the agreed variance allowed
- Ensure 50% Dry Dock Fund is requested for and received
Quality & Continuous Improvement
- Accountable for team development and continuous performance improvement.
- Analyse data (KPI, Safety, etc.) and use insights to drive performance
- Scan the environment and recommend improvement in processes to enhance productivity and efficiency in the system.
- Drive implementation of approved "continuous improvement" projects in collaboration with the Quality system.
- Demonstrates a complete understanding of the safety & QMS policies & procedures and ensures that the on-shore and off-shore employees operate at the same level of understanding and awareness.
- Contribute to departmental or company projects as required.
Health, Safety and Environment Compliance
- Responsible for creating and sustaining a positive safety culture on-board all vessels.
- Ensures a safe & compliant working environment is provided to ship staff and onshore employees by demonstrating a complete and accurate understanding and awareness
- Responsible for delivery of safety messages/ training to ship staff during site or vessel visits.
People and Leadership Management
- Promotes an environment of shared vision and collaboration within the group
- Builds a culture of mutual respect and trust within the group through regular meetings with Shore and onboard employees
- Drives a high performing culture by setting clearly articulated objectives for the group and ensuring all employees have a defined development plan to deliver as per their potential
- Preparation of training modules for Friday training sessions
- Review talent within the group - reward high performers appropriately and take definitive action against bottom performers
- Coach and mentor direct reports to drive the desired behaviors of leadership and management. Ensure the same is practiced across the group by all line managers
- Build capability that would empower Managers within the group to take ownership, accountability and responsibility for delivering
- operational excellence within the group
- Stand-in for the General Manager (GM) as required

Job Experience, Functional Knowledge, and Qualifications:
Essential:
- Bachelor's degree/Diploma or equivalent in Marine Engineering/ Navigation/Internationally recognized shipping degree/qualification
- Hold MEO Class 1 Certificate of competency or Certificate of Competency 111/2 {for Chief Engineer/Second Engineer) under STCW Code
- A minimum of 3 years' relevant experience as Chief Engineer/Second Engineer on Dry/Tanker/Gas in the relevant type of vessel being recruited for e.g. Dry, Oil, Chemical or Gas, etc.
- A minimum of 8 years' experience in a shore-based management role with an exceptional performance track record
Desirable:
- Detailed knowledge and understanding of technical operations and standards along with applicable legislation to designated vessels and crew
- Experience in developing and implementing plans, policies and procedures to support the organisation’s strategic objectives and service excellence
- Substantial experience and understanding of safety management systems, processes and procedures
- Should have prior people management experience, especially technical specialists and Off-shore crew
- Demonstrated Commercial and Financial Acumen for managing a Service Delivery unit
- IT literate and computer savvy
- Business Administration qualification will be an added advantage
