Deputy General Manager - Global Dry Vetting and Incident Investigation

Job Position Summary
The DGM - Global Dry Vetting and Incident Investigation department acts as the Head of the cell and the sole point of contact for any queries regarding vetting of dry bulk vessels while interacting with stakeholders such as RightShip, Rio Tinto, BHP and Terminals. The role also requires participation in the implementation of DBMS.
The role will actively involve in the incident investigation, analysis and reporting of Cat. A, B and C events to various stakeholders such as RightShip, Terminals, Charter Houses and Principals.
This role exists to ensure continuous business sustainability of Dry Bulk vessels by driving and implementing strategies and delivery performance standards to create a competitive advantage in line with the FML business strategy.
Key Roles and Responsibilities
Implement & Drive strategy for Business sustainability of the Dry Bulk Vessels
- Accountable for driving and implementing the long-term and short-term business sustainability strategies for the Dry Bulk Vessels.
- Drive the implementation initiatives of the Global Dry Vetting and Incident Investigation cell through the Group Managers.
- Drive the selection of appropriate targets to track and measure the success of Department initiatives through Group Managers.
Set vessel performance standards for Dry Bulk Vessels in Dry Vetting
- Accountable for setting and improving vessel’s Dry Bulk performance standards w.r.t RightShip inspections through Global Dry Vetting processes, based on industry best practice.
- Drive the implementation of the above through Group Managers, addressing major cases of non-compliance, if necessary.
Drive continuous upgrade of technological and human competencies within Dry Bulk Vessels
- Accountable for generating a competitive advantage for FML's dry bulk vessels business lines through improved vetting performance within the Dry Bulk Vessel managing groups.
- Derive high level insights from a current state assessment of FML’s dry bulk vessels to identify possible areas of improvement in performance of vessels in RightShip vetting and preventing recurrence of undesired events.
Maintain safety and reliability standards onboard Bulk Carriers/Containers/Chemical/Oil & Gas Vessels
- Accountable for maintaining high levels of safety and reliability aboard Dry Bulk vessels.
- Derive high level insights from findings of RightShip or Charterers or Terminal inspections and audits implemented by Group Managers to formulate corrective action plans for the improvement of vessel performance.
- Oversee policies, programs and communication efforts developed by Group Managers to create a safety-oriented culture onboard dry bulk vessels in adherence to FML safety standards, providing direction to address inadequacies if needed.
Drive continuous improvement within the department
- Responsible for implementing and driving continuous improvement initiatives through managers and employees within the business.
- Collaborate with Director/ Executive Director – Dry Bulk Segment and employees within the department to identify improvements that can be made to policies, processes or technological infrastructure.
- Drive the operationalization and implementation of improvement initiatives within the department through Group managers and
Employees.
- Monitor adherence to timeline for continuous improvement projects within the department and report progress to the Executive Director – Dry Bulk Segment.
- Monitor and report improvement in outcomes within the department to Executive Director – Dry Bulk Segment.
Oversee day-to-day operations
- Act as the point of reporting to RightShip and other Dry Bulk stakeholders after the incident mitigation and investigation has been done by respective DOC incident commanders.
Developing human capital
- Develop capabilities of direct reports through formal or informal mentorship, coaching and implementation of development plans.
- Drive the identification and addressing of gaps in competencies through performance review of direct reports and collaboration with HR.
- Review and comment on workforce plan developed by HR to ensure adequate manpower for critical positions.
Global Dry Bulk Incident & Vetting Management
- To assist in Incident investigation, root cause analysis and recommend corrective actions which can be translated into workable solutions and reviewing reports for Dry Bulk Vessels (Cat A, B and C, only).
- To carry out efficiency analysis of recommended long term corrective actions to determine trends in incident occurrences.
- To engage with external Dry Bulk Stakeholders such as BHP, Rio Tinto, FMG, Terminals and RightShip etc., for queries on adverse
feedback or incident investigations or closure submissions for inspections carried out by such stakeholders.
- To liaise with department resources to arrange for RightShip inspections for Inspection bookings.
- To oversee maintenance of records on PARIS for all incident related data for Dry Bulk vessels (Cat A, B and C, only) globally onboard company vessels.
- To oversee maintenance of records on PARIS for all Dry Vetting related data globally, such as RightShip inspections, and closures.
- To review and approve circulars / bulletins / safety alerts related to Global Dry Vetting and Incident Investigation cell.
- To aid, if needed, in Office audits / BMSA preparations within the scope of Global Dry Vetting & Incident investigation cell.
- To carry out shore-based training in matters pertaining to Global Dry Bulk Vetting and Incident investigations.
- To develop, maintain and implement Global Dry Vetting and Investigation cell content.
- Regulatory/Legislative Statutory Compliance
- 100% compliance with International Maritime Organization (IMO), Flag State and Port State rules and regulations
Financial Management
- Work closely with Executive Director – Dry Bulk Segment, Technical staff, purchasing and finance controllers to ensure that vessel related expenses for the Global Dry Vetting department is within the agreed variables/targets.
People and Leadership Management
- Lead, coach, engage, motivate, mentor employees to develop their strengths and build their capabilities as per their defined roles and personal goals.
- Ensure development plans are in place for all onshore team members, and it is followed up closely to ensure completion.
- Responsible for continuous performance discussions with direct reporting Manager to drive learning and self-improvement.
- Manage and maintain the talent pool by engaging top performers and taking definitive action on bottom performers

Job Experience, Functional Knowledge and Qualifications
Essential
- Bachelor’s degree/Diploma or equivalent in Navigation / Internationally recognized shipping degree/qualification
- Hold Certificate of Competency II/2 (for Master/Chief Officer) under STCW Code
- A minimum of 3 years’ relevant experience as Master/Chief Officer on Dry Cargo vessels.
- A minimum of 10 years’ experience in a shore-based role with the last 3-5 years being successful in a Mid-Senior Management position in a global organization.
- Experience driving business expansion and revenue growth across regions or at a global level.
- Experience in developing and implementing plans, policies and procedures to support the business strategic objectives and service excellence.
- Strong understanding of business strategy within the ship management industry.
Desirable
- In-depth understanding of operational and safety processes and standards in a ship management company and the ship management industry.
- Knowledge in Dry BMS, RightShip Safety Score grading, DNV MSCAT procedures and incident investigation is desirable.
- Participated in HSEQ investigation, audits and inspections.
- Report Writing skills for investigation reports and safety bulletins.
- Should have prior people management experience.
