Job Position Summary
The role exists to ensure compliance of vessel operations to DSMPL's safety and quality standards by driving a structured system of audit and compliance processes, adhering to industry regulations and legislation as well as DSMPL's safety and quality standards.
Alternate Designated Person Ashore (Alt. DPA) & Alternate CSO for tanker vessels.
Key Roles and Responsibilities
Meet and maintain company safety and quality standards in vessel operations
- Accountable for meeting and maintaining company safety and quality standards in vessel operations
- Daily monitoring of the ships under his responsibility for all operations related to cargo.
- Provide support to the vessel to ensure safety of the cargo, navigation and other marine operational matters.
- Coordinate with and support the technical team in safety, cargo and commercial matters.
- Attend vessels from time to time for the purpose of carrying out shipboard inspections and / or for supervising cargo operations.
- Drive the alignment of Audit, Compliance, Port of Calling and PSC processes to DSMPL's developed safety and quality standards through the team
- Monitor and review compliance reports to ensure industry and international compliance requirements are met, and necessary professional certifications are obtained and drive the addressing of non-compliance through Head, Compliance & Vessel Audit
Design and implement a vessel security strategy
- Accountable for the implementation of the global security strategy for DSMPL's vessels
- Collaborate with GM and relevant Senior Management to implement a security strategy for DSMPL's vessel, including security infrastructure, policy, processes, and training
- Review security strategy based on latest industry best practices, technological developments and geopolitical conditions and recommend improvements if appropriate
- Establish clear expected levels of performance from crew and work with manager on updating the SOP’s.
Manage risks and develop contingencies
- Accountable for driving the prevention of operational risk through policies and processes in Audit, Compliance, Port of Calling and PSC
- Support General Manager (Quality & Safety) in the identification of potential risks brought about by safety, security, or environmental incidents in vessel operations
- Drive the design and implementation of a structured contingency manual in Audit, Compliance, Port of Calling and PSC through the heads of departments to handle unforeseen incidents
Drive continuous improvement within the department
- Responsible for implementing and driving continuous improvement initiatives through Managers and employees within the department
- Collaborate with the Director / General Manager and employees within the department to identify improvements that can be made to policies, processes, or technological infrastructure.
- Responsible for the implementation of global continuous improvement projects within the department and report progress to General Manager
- Monitor and report improvement in outcomes within the department to General Manager
Oversee day-to-day operations
- Accountable for the resolution of major issues of non-compliance identified in vessel audits
- Monitor and review major issues of non-compliance surfaced in vessel audits and provide comment and direction to head of department to drive resolution, escalating to General Manager if needed
- Derive high level insight from analysis of compliance reports to support policy planning for General Manager
- Handle communication with Owners, Charterers or any third-party regarding cargo and marine operations matters.
Relationship:
- Primarily maintains relationships with other department heads in Singapore, as well as key external stakeholders such as regulatory bodies.
- Collaborate with other department heads to ensure compliance of vessel operations to DSMPL safety and quality standards and with key external stakeholders to ensure compliance with industry and regulatory standards
- Resolves day-to-day conflicts within the team to align efforts in achieving objectives and conflicts between DSMPL and key external stakeholders to ensure company interests and professional relationships are protectedJob Experience,
Functional Knowledge and Qualifications
- Bachelor’s degree or equivalent in Marine Navigation/Internationally recognized shipping degree/qualification
- Hold Certificate of Competency II/2 (for Master/Chief Officer) under STCW Code
- A minimum of 3 years’ relevant experience as Master/Chief Officer on chemical Tankers
- A minimum of 2 years’ experience in a shore-based management role with an exceptional performance track record
- Experience in leading audit and compliance exercises on a large scale.
- In-depth understanding of the industry regulations and regulations on safety and quality
