Fleet Personnel Officer

The purpose of this role is to ensure that all vessels are manned with properly certified seafarers resulting in driving a safe, cost effective and efficient operations across the Fleet.
Key Roles and Responsibilities
Manpower Planning
• Liaise with manning offices/agents and Manager for crew change arrangements
• Implement manning decisions made by senior management
• Monitor available ex-crew and schedule deployment, anticipating future recruitment needs by the Company
• Coordinate with manning office / agents for timely delivery of qualified crew through proactive and effective planning
• Monitor crew changes and follow up communications with different stakeholders in timely manner
• Maintaining Crew lists of current manning in respect of each vessel
Documentation, Database Maintenance and Reporting
• Maintain departmental information on PARIS portal
• Checking / Maintaining personal, medical and training records and certification details of all sailing personnel.
• Support manager in all audits related documentation
• Correspond with owners when necessary
• Liaise with vessels for crew list updating
• Liaise with the MLC representative and manning agent for extensions and crew change plan approvals
• Follow up / Apply Manning related dispensation and communicate with Flag State for closing the dispensations
Post Recruitment & Onboarding
• Manage the process of personnel mobilization and demobilization (travel arrangement, visa, hotel accommodation, etc.)
• Ensure the correct numbers and suitable personnel arrive on time.
• Ensure company policies and procedures are disseminated and complied by all employees
• Handle the new crew needs and logistics (safety, services, compensation, benefits, personnel, accommodation, etc.)
• Liaise with manning offices / agents and vessels for crew related matters including reliefs and medicals cases
• Assist in following up of Crew P & I claims
• Arrange Orientation and onboarding of crew prior to boarding of vessels
• Monitor and ensure completion of Crew Performance Management submissions for all vessels
Statutory Compliance Management
• Handle application of Flag State License for crew
• Monitor of documents and licenses validity for officers and ranks
• Validate completeness and validity of crew documents against company requirement and regulations
Financial Management & Reporting
• Review the port agent cost and apply for cash reimbursement as required
Crew Training and Management Coordination
• Administering training to Turkish crew joining FML vessels, in partnership with FMTI, India
• Meeting with Turkish customers on a regular basis to plan and agree relief programme and training needs.
• Support FML SML FPD department, providing crew management to assigned tanker vessels.
Job Experience and Qualifications
• Preferably Degree or Diploma holder with minimum 2 years of relevant working experience in shipping
• Excellent knowledge in MS Office and Microsoft 365
• Fluent in Spoken and Written – English and Turkish
